West Virginia's export grant has twenty five days left. The STEP programme reimburses 75 percent of approved export costs to a cap of $15,000, and its funding period ends on September 29, 2026 with no successor announced. The quieter option is the Entrepreneurship and Innovation Investment Fund, whose $2,500 Phase Zero grant can be applied for in any month of the year. Read the rest of the cards for what they are. Two of the biggest numbers on this page are tax credits rather than cash, one is a fixed asset loan that will not fund working capital, and the site readiness money is both spent and open only to counties.

Entrepreneurship and Innovation Investment Fund
West Virginia Small Business Development Center
$2,500 at Phase Zero, matching grants above
Phase Zero rolling, matching rounds in January and JulyThe West Virginia grant nobody lists, and Phase Zero is open every month of the year. It pays $2,500 toward preparing a federal SBIR or STTR proposal. Above that sit Phase I and Phase II state matching grants for companies that already hold a federal award, and those run on two windows a year, January and July, so the next one is January 2027. You must be a for profit West Virginia business doing more than half its research in the state, and award size depends on the fund balance, so a full match is not typical.

West Virginia Division of Economic Development
Up to $15,000 (75% reimbursement)
Rolling, the funding period ends September 29, 2026Twenty five days left on the current funding period, and that is the number to plan around. West Virginia reimburses up to 75 percent of approved export costs to a cap of $15,000 per applicant, out of a $325,000 federal STEP award covering October 1, 2024 to September 29, 2026. Approval has to come before the export activity starts, so a trade show you have already booked is not covered. No successor award is announced, so anyone reading this after September 29 should confirm a new period exists before budgeting on it.
Apply / Learn MoreVantage Ventures Accelerator Program
West Virginia University, John Chambers College of Business and Economics
$10,000 to $15,000 non dilutive, equity separate
RollingRecruiting for the next cohort now, though the money is two different things and only one of them is a grant. The non dilutive technical assistance funding is the grant part, and West Virginia University states it at $10,000 on the parent page and $15,000 on the accelerator page, a conflict we are reporting rather than resolving. The $100,000 people quote is an equity investment from the Vantage Ventures pre seed fund, available only to top graduates. You need at least one equity holding founder resident in West Virginia, a plan to create jobs here and a path to $10 million of annual recurring revenue. Cohorts start in September and January and no application deadline is published.
Economic Opportunity Tax Credit
West Virginia State Tax Department
$3,000 per new job for five years, as a tax credit
RollingA credit against tax, never cash, and it only reaches a business in a listed industry. Manufacturing, information processing, warehousing, non retail goods distribution, qualified research, headquarters relocation and destination tourism qualify, and a retailer or a local service business does not. Create fewer than ten jobs and the credit is $3,000 per new full time job for five years, provided the job clears the wage floor and comes with employer provided health insurance. Ten or more jobs moves you to the main tier, which offsets up to 80 percent of the tax attributable to the qualified investment, or 100 percent if your median wage beats the statewide non farm average. Note the state page still prints a 2020 wage floor of $37,950 and says only that it indexes annually, so ask the Tax Department for the current figure.
Apply / Learn MoreHigh Wage Growth Tax Credit
West Virginia Division of Economic Development
Up to $5,000,000 a year across the whole programme
RollingA tax credit with a bar most small businesses cannot reach. You need at least ten jobs paying 2.25 times the state median salary, filled for at least 48 weeks in the tax year by West Virginia residents, and you must offer health benefits and pay at least half the premium. The $5,000,000 is the statewide annual pool, not an award, and the closely related High Wage Growth Jobs Credit caps an individual refund at $100,000 per taxpayer with a ten year carry forward. You can reapply for up to three successive qualifying periods.

West Virginia Economic Development Authority
$50,000 - $15,000,000
RollingA loan, not a grant, and a narrow one. The West Virginia Economic Development Authority lends $50,000 to $15,000,000 against fixed assets, participating up to 45 percent on real estate and buildings, 40 percent on affixed machinery and 35 percent on special purpose equipment, with 10 to 30 percent equity from you depending on the asset. It will not fund working capital, inventory, refinancing or rolling stock, which rules out most of what a small business actually needs cash for. Any owner of 20 percent or more signs a personal guarantee, your local development authority co signs the application, and the board meets on the third Thursday with applications due by the 15th.

West Virginia Division of Economic Development
Up to $75,000 per site, county or region applies
Closed, the $5 million appropriation is fully deployedA business cannot apply for this and the money has gone. The state has deployed all $5 million of site readiness funding, with 38 sites receiving a total of $2.85 million in grants, and the announcement says more funding will be needed. Applications came from counties, regions and local economic development organisations, and a site had to carry five contiguous developable acres designated for industrial use. It pays for engineering and due diligence on land, never for a business operating on it. There is no dedicated programme page, the January 2026 news release is the only citable source.
Show of Hands Crowdfunding Grant
Wheeling Heritage
Door proceeds plus more than $4,000 from partners
Applications closed, next pitch event September 23, 2026A pitch night rather than an application process. Four applicants present to a room in Wheeling and the audience votes, and the winner takes the door money plus more than $4,000 put up by community partners. Applications for the September 23, 2026 event have closed and no later date is posted. You must be opening or expanding a business in Wheeling. The $3,000 to $5,000 range our card used to carry is no longer supported by anything Wheeling Heritage publishes.

SBA 7(a) Loan Program
The SBA's primary lending program guarantees loans through participating lenders. This is a loan, not a grant. But the terms favor small businesses that may not qualify for conventional financing.

Tips for Applying in West Virginia
Increase your chances of approval with these state-specific tips.
- 1Register your business through the One Stop Business Portal (business4.wv.gov) to file important forms, complete annual reporting, and manage registrations with the WV Secretary of State and State Tax Department.
- 2Get STEP approval before you book anything. Reimbursement only covers export activity approved in advance, so a trade show you have already paid for is not eligible however good the receipts are.
- 3Contact a WV Small Business Development Center coach before applying for any grant. Coaching is free, and the same office runs the Entrepreneurship and Innovation Investment Fund. Call the Ask Me Line at (888) WVA-SBDC.
- 4For WVEDA programs, submit your completed application by the 15th of the month to be placed on the next Board of Directors meeting agenda. The Board meets on the third Thursday of each month.
- 5Check whether the number you are chasing is cash. The Economic Opportunity and High Wage Growth incentives are credits against tax, and the High Wage Growth bar of ten jobs at 2.25 times the state median salary excludes almost every small business.

Two that a business applies for directly. The STEP export grant reimburses 75 percent of approved export costs up to $15,000, and its funding period ends on September 29, 2026. The Entrepreneurship and Innovation Investment Fund pays $2,500 at Phase Zero toward preparing a federal SBIR or STTR proposal, and that one takes applications in any month. Vantage Ventures at West Virginia University is recruiting its next accelerator cohort with $10,000 to $15,000 of non dilutive support attached.
Several of the biggest numbers are not. The Economic Opportunity Tax Credit and the High Wage Growth Tax Credit are credits against tax you owe, so they are worth nothing to a business that is not yet profitable. The WVEDA Direct Lending Program is a fixed asset loan that will not fund working capital, inventory or refinancing. The site readiness money is a grant, but counties apply for it and the appropriation is spent. Read the type on each card before the amount.
Two of them. Approval has to come before the export activity starts, so anything you have already booked is out. And the current period ends on September 29, 2026, funded by a $325,000 federal award covering October 2024 onward, with no successor announced anywhere. If you are reading this in October, confirm a new period exists before you plan around it. Within those limits it is straightforward, a West Virginia small business gets back 75 percent of approved costs to a cap of $15,000.
Between $10,000 and $15,000 as non dilutive technical assistance funding, and West Virginia University states both figures on two of its own pages, so we publish the conflict rather than pick one. The $100,000 often quoted alongside it is an equity investment from the pre seed fund and goes only to top graduates, so it is not grant money. You need at least one equity holding founder resident in the state and a plan to create jobs here. Cohorts start in September and January, and no application deadline is published.
Not from the state. The Economic Opportunity Tax Credit lists the qualifying industries and retail and local services are not among them. Show of Hands in Wheeling is the closest thing, an audience voted pitch night where the winner takes the door money plus more than $4,000 from community partners, and applications for the September 23 event have closed. Outside that, the honest answer is that a West Virginia retailer is looking at the WVEDA loan route or at federal SBA programmes rather than at a state grant.
